Snider is the president of iSolon.org,\u00a0a public policy institute that focuses on the most difficult areas of democratic reform\u2500where elected officials have a conflict of interest in bringing about reforms that might reduce their own power. \u00a0From 2011-2013 he was a fellow at Harvard University&#8217;s Edmond J. But laws and institutions must go hand in hand with the progress of the human mind. As that becomes more developed, more enlightened, as new discoveries are made, new truths discovered and manners and opinions change, with the change of circumstances, institutions must advance also to keep pace with the times. Conley<\/h2>\n<p>Patrick T. Partridge<\/h2>\n<p>John J. Beginning in 1994, he led an effort for separation of powers between the legislative and executive branches. After tenacious resistance, the General Assembly agreed in 2003 to let voters decide the question via a referendum on a constitutional amendment. The central goal was to mitigate legislative self-dealing by ending legislative control of boards and commissions with executive responsibilities.\u00a0 In 2004, Rhode Islanders approved the resulting referendum with 78.3% of the vote&#8211;the highest vote for any constitutional amendment in Rhode Island history. Common Cause Rhode Island then turned its attention to reconstructing more than 70 boards and commissions for compliance with the amendment.
